This passion is evident throughout the performances, led by Steve Coogan, a six-time BAFTA winner and two-time Oscar nominee, who plays Don – a retired undercover agent tasked with stopping a major drug operation by enlisting the help of everyday people.
While Coogan is notable, Tom Burke is the real standout in this show. He previously gained attention for his role as Orson Welles in David Fincher’s film Mank, which launched his Hollywood career, including appearances in films like Furiosa: A Mad Max Saga and the thriller Black Bag. Burke plays Guy, a family man and customs employee who goes undercover and also wrote the book the series is based on. He brilliantly portrays Guy’s internal struggle as he becomes increasingly consumed by his alter-ego, “The Legend,” effectively splitting his personality. Burke seamlessly transitions between playing a hardened character and a man lost and searching for meaning.
The Netflix series centers on Guy, but it also follows other undercover agents working to dismantle a heroin network in 1990s Liverpool, controlled by a ruthless kingpin played by Tom Hughes. Hayley Squires and Aml Ameen portray these agents, who operate as a team – a contrast to the solitary work of the main character. Perhaps the most compelling character is Eddie, played by Johnny Harris, an actor known for his award-winning performances. Eddie is forced to confront the consequences of his own selfish actions and the harm they’ve caused.

The show features a fantastic cast, easily one of Netflix’s strongest ensembles recently. Joshua Samuels, known from Saltburn and The Gold, plays a volatile drug dealer determined to climb the ranks. Tony Award winner Douglas Hope (from Black Mirror and Joker) portrays a stern and impatient politician in charge of Don’s covert operation. Jasmine Blackborow, recognizable from Netflix shows like The Gentlemen and Shadow and Bone, also appears as a memorable character. Viewers might also recognize Charlotte Ritchie, who starred in Wonka and the BBC series Ghosts.
Each episode of Legends frequently features well-known British actors, highlighting the show’s appeal and impressive cast.
