There’s no official identity for the armored woman seen in Tony Stark’s vision of Scarlet Witch. Neither Joss Whedon nor Marvel Studios has ever given her a name. This is similar to other unexplained characters Marvel has presented—they’ve often dismissed them as just part of a dream or vision. As Kevin Feige explained with a similar moment in the Ultron storyline, these appearances are meant to be intriguing imagery, not hidden character reveals.
There’s no evidence within the established storyline to suggest this character has a significant role. Most fans believe she’s a background figure – likely a nameless soldier or agent – used to emphasize the story’s unsettling atmosphere and vast scope.
