Disney has now undone two temporary measures implemented concurrently with the launch of “Disney Starlight: Dream the Night Away” at Magic Kingdom. These adjustments imply that attendance might be lower than initially projected during the initial summer months. Previously restricted access for Annual Passholders to enter Magic Kingdom after 2 p.m. without a reservation has been reinstated. Furthermore, cast members are now allowed to enter the parks when they’re off duty, as was the case before.
Annual Passholder Reservation Requirement Removed
On July 20, 2025, during the Starlight parade launch at Walt Disney World, Annual Passholders were asked to book a time slot for Magic Kingdom park, regardless of when they wanted to visit – even after 2 pm. This was different from past policies. Notably, Magic Kingdom was the only park requiring reservations; EPCOT, Hollywood Studios, and Animal Kingdom could still be visited without reservations after 2 pm.

Visitors were still permitted to move between parks, but under the condition of capacity restrictions. However, the specific passholders had to make a reservation at the park they intended to depart from.
Disney World removed the reservation requirement for Annual Passholders at Magic Kingdom starting July 28th, just eight days after the parade’s debut. Now, on “Good-to-Go” days or after 2 p.m., excluding weekends, they can return to their usual flexibility in visiting the park.
Cast Member Blockouts Lifted Temporarily
As a devoted Disney enthusiast, I’m thrilled to share that starting from July 28, and lasting until at least July 31, they’ve decided to lift their Cast Member restrictions at Magic Kingdom! Initially, they had planned to keep Cast Members away until the end of July. But now, it seems we’ll have our beloved Disney Cast Members back sooner than expected!

Commencing in August, regular blackouts are set to return during the Halloween season. Before this, access for Cast Members was largely limited throughout most of July – even during the initial presentations of the new parade. This impacted the audience of entertainment workers who typically support such events.
Crowd Patterns and Interpretation
Lifting these restrictions quickly suggests that Disney’s projected attendance figures might not have been met. The rule requiring Annual Passholders to reserve spots lasted for just a week with little effect on crowd control. On the other hand, eliminating Cast Member blockouts could have a more significant impact. Many Cast Members and entertainment participants attend primarily to watch parade performances, which could potentially increase audience numbers.

According to reports from early July, there was an unexpectedly low turnout. For instance, the 6th of July was one of the least busy days of the entire year. The reduced number of attendees is particularly strange considering it’s common for families to go on vacation during July, when schools are closed. This has raised concerns about planning crowd management for the upcoming parade.
Reservations Demand During Launch Window
In contrast to a general decrease in overall attendance, there was a robust demand for Starlight’s early performances, as evidenced by the fact that all Annual Passholder reservations at Magic Kingdom were filled on July 20th, 21st, and 22nd. This pattern suggests a high level of interest surrounding the premiere dates.

Guests using other ticket types could still reserve those days.
Pre‑Parade vs Post‑Policy Crowd Levels
Although traffic currently doesn’t match the surge seen during the opening weekend, it’s premature to claim a complete return to the pre-parade crowd numbers. The rapid reversal of their policies suggests that Disney is prepared to adapt quickly if attendance drops below expectations. However, there remains a strong interest in the parade around certain dates, which could lead to another increase in crowds if the popularity of the show or seasonal changes drive more people to attend.
What Comes Next?
It seems that Disney is reviewing data up until early August. If attendance continues to be low, they may relax restrictions on Cast Members or implement measures like designated areas or a continuous reservation system for popular night events to better manage viewership.

The upcoming decisions are expected to be influenced by how the demand changes from September onwards, including during the Halloween season.
